How industrial procurement works, step by step: requirement, RFQ, bid tabulation, evaluation, award, PO, expediting, inspection, logistics and delivery.

**In short:** Industrial procurement turns a technical requirement into delivered, documented material in ten steps: requirement, RFQ, bid tabulation, technical and commercial evaluation, award, purchase order, expediting, inspection, logistics and delivery. Every step has an owner and a document, and a gap in either is where cost and schedule problems start. A clear specification and a complete RFQ protect the schedule more than any later step.

## What are the steps of the industrial procurement process?

Industrial procurement is the controlled purchase of equipment and materials for a plant, pipeline, vessel or project. It differs from general purchasing because the item must meet a written technical specification, and the buyer must be able to prove that it does.

1. **Requirement.** Engineering defines the item, quantity, specification and need date.
2. **RFQ.** The buyer issues a request for quotation to selected suppliers.
3. **Bid tabulation.** Quotations are compared line by line on one sheet.
4. **Technical and commercial evaluation.** Offers are checked against the specification, then against price, terms and schedule.
5. **Award.** The buyer selects a supplier and records why.
6. **Purchase order.** The PO turns the accepted offer into a binding contract.
7. **Expediting.** The buyer tracks the order through manufacture.
8. **Inspection.** Material is examined and tested before it ships.
9. **Logistics.** Goods are packed, documented, transported and cleared.
10. **Delivery.** The goods arrive at the named place with the agreed documents.

*From requirement to site: the RFQ fans out to suppliers, offers come back, one is evaluated and awarded, and the order is tracked to delivery.*

## How do you define the requirement?

A requirement is complete when a supplier can quote it without asking questions. It names the item, size, rating or schedule, material grade, governing standard, quantity, required documents, inspection level and need date.

**Material requisition (MR)**: The document in which engineering states what to buy: item descriptions, quantities, specifications, inspection and documentation requirements, and the date the material is needed on site.

Write the description once and reuse it. The same text should appear in the RFQ, the bid tabulation, the purchase order and the inspection plan. When the four documents describe the item in four different ways, errors follow.

The guide [How to write an RFQ](https://jjprojectsok.com/knowledge/how-to-write-an-rfq) lists every field an industrial material request should carry.

## What happens at the RFQ stage?

The buyer sends the same RFQ package to every invited supplier. The package holds the material requisition, the specifications it references, the commercial terms, the delivery basis and the date quotations are due.

Choose the bidder list on capability, not on count. A supplier who cannot make the item to the specification only adds noise to the comparison. Manufacturers and authorized distributors are both valid sources; the specification and the documents you need decide which fits.

Answer supplier questions in writing and send every answer to every bidder. This keeps the comparison fair and leaves a record.

## How do bid tabulation and evaluation work?

A **bid tabulation** (or bid tab) lines up every offer against every item on one sheet. It shows unit price, total, delivery time, validity, Incoterm and each stated exception.

Evaluation runs in two passes. The technical pass comes first, because a low price on the wrong material has no value.

**Technical and commercial evaluation checks**

| Pass | What you check | Typical findings |
| --- | --- | --- |
| Technical | Material grade, standard and edition, dimensions, rating, testing, documents, inspection, marking | Substituted grade, missing certificate type, deviation from the stated standard |
| Commercial | Price, currency, payment terms, Incoterm and named place, delivery date, validity, warranty, packing | Prices on different delivery bases, short validity, unstated freight or packing |

Normalize all offers to the same Incoterm and the same scope before you compare prices.

Record every clarification and every exception. Where an offer takes exception to the specification, either accept it in writing through engineering or reject it.

## What goes into the award and the purchase order?

Award is a decision with a reason: lowest compliant price, shortest compliant delivery, or best overall value. Write the reason on the bid tab.

The purchase order (PO) is the binding contract. It restates the item descriptions exactly as quoted, plus:

- unit prices, currency, total value and payment terms
- Incoterm 2020 rule and named place
- delivery date and any milestone dates
- governing specifications and their editions
- required documents, for example an EN 10204 3.1 certificate for each heat
- inspection and testing requirements and who may witness them
- packing, marking and shipping instructions
- the contact for technical and commercial questions

Do not rely on an email thread to carry requirements that belong in the PO. Anything not on the PO is open to dispute.

## What does expediting do?

**Expediting**: Tracking an open purchase order through the supplier's raw-material purchase, manufacture, testing and release, so that delays surface while they can still be recovered.

An expeditor asks for dated evidence, not reassurance: the mill order date, the heat treatment record, the test date, the packing date. Compare each against the PO schedule.

Report only what you can verify. A status of “in progress” tells the project nothing; “plate rolled, hydrotest booked for the 14th” does.

## When and how is material inspected?

Inspection confirms that what the supplier built is what the PO describes. The scope is set before manufacture in an **inspection and test plan (ITP)**, which lists each check, the acceptance standard and whether it is a witness point (the buyer or inspector attends) or a hold point (work stops until released).

- **Document review.** Material test reports against the PO and the specification.
- **Dimensional and visual checks.** Sizes, ends, finish, marking.
- **Positive material identification (PMI).** Alloy verification, where specified.
- **Pressure and functional tests.** For valves, the test regime of API 598 or the product standard named in the PO.
- **Release.** The inspector issues a release note before shipment.

Third-party inspection is a purchaser option. Name the inspection agency and the point of inspection in the RFQ, so every bidder prices it.

## How do logistics and delivery close the order?

Logistics carries the goods from the supplier's gate to the named delivery place. The Incoterm in the PO decides who arranges transport, who pays for it and where risk passes. The guide [Incoterms 2020 explained](https://jjprojectsok.com/knowledge/incoterms-2020) covers the eleven rules.

Shipping documents make the goods usable at destination. The usual set is the commercial invoice, packing list, bill of lading or air waybill, certificate of origin when required, and the material test reports. A customs broker uses them to classify the goods under an HS code and clear them.

Delivery closes when the goods arrive at the named place, the receiving party checks them against the packing list and PO, and any shortage or damage is recorded the same day.

## Where do procurement schedules usually slip?

- An incomplete requirement that triggers rounds of supplier questions
- Offers priced on different delivery bases that cannot be compared
- Late technical clarification after award
- Documents (certificates, data books) agreed after manufacture instead of before
- No one tracking the order between PO and shipment

Each of these is a front-end problem. Time spent on the requirement and the RFQ is the cheapest time in the whole process.

## How can JJ Projects help?

JJ Projects, based in Houston, Texas, runs this process for industrial buyers across the Americas: RFQs to selected manufacturers or authorized distributors, technical and commercial review of offers, purchase-order follow-up, inspection coordination and delivery coordination. See [procurement services](https://jjprojectsok.com/services/procurement), or send your requirement through [Request a quote](https://jjprojectsok.com/request-a-quote).

From requirement to site, in ten stages. One: the requirement. Scope, specification and quantities are defined and approved. Two: the request for quotation goes to qualified vendors with a clear deadline. Three: vendors return priced quotations against the same scope. Four: evaluation compares technical and commercial compliance side by side. Five: the award selects the compliant offer and records the decision. Six: the purchase order commits scope, terms and delivery in writing. Seven: expediting checks progress against the delivery schedule. Eight: inspection verifies the material against the order before it ships. Nine: shipment, with documents and logistics following the agreed Incoterm. Ten: delivery to site, where the goods are received and checked against the order. The illustrations are generic pictograms of the process.

## Questions

### What is the difference between an RFQ and an RFP?

An RFQ asks suppliers to price a defined item to a defined specification, so price and delivery are the main variables. An RFP asks suppliers to propose a solution, so approach and capability are evaluated too. Material purchases for plants and projects normally use RFQs.

### What is a bid tabulation?

A bid tabulation is a single sheet that compares every supplier's offer line by line: price, delivery, validity, Incoterm and exceptions. Buyers use it to evaluate offers fairly and to record the reason for the award.

### How many suppliers should receive an RFQ?

Invite as many as can make the item to the specification and no more. Three to five capable suppliers is a common working range, but capability matters more than the number.

### What is expediting in procurement?

Expediting is tracking a purchase order through manufacture, testing and release so delays are found early. It relies on dated evidence such as mill orders, test dates and packing dates.

### Who pays for third-party inspection?

The party that requires it normally pays, unless the PO says otherwise. State the requirement and the inspection agency in the RFQ so every bidder prices the same scope.
